In July 2015, JSDA, TSE (Tokyo Stock Exchange) and JSCC (Japan Securities Clearing Corporation) set up the “Working Group on Shortening Stock Settlement Cycle (WG)” in Japan to T+2.
On December 29, the WG published “Interim Report of the Working Group on Shortening Stock Settlement Cycle”, which included results of the discussions at the WG to date and the target schedule for the change of settlement cycle to T+2.
The following policies are considered in the report:
- Transactions with non-residents
- Speed-up of loan transaction handling & improvement of the trade environment
- Rules on Settlement Failure
- Study of operation flow related to stock lending application for bidding
- Revision in cut-off times in clearing & settlement infrastructures
The target schedule for T+2 implementation is 2019.
