The Panel for Vitalizing Financial and Capital Markets, set up on 11th November 2013 by the Financial Services Agency (FSA) and the Ministry of Finance in accordance with the Action Plan to Implement the Growth Strategy has released a recommendation paper underlining a number policies to be implemented within the next 7 years.

The main focus areas of the Paper are as follows:

(1) Establishing a positive cycle in which abundant financial assets held by households and public pensions are allocated more to funding for growing businesses (Utilizing “inactive” funds);

(2) Realizing Asia’s growth potential, improving the market function of the Asian region, paving the way for an integral growth of Japan and Asia (Supporting the development of financial infrastructures in Asian countries through cooperation between the FSA and relevant authorities, fostering a necessary environment for Japanese financial institutions and companies to conduct business in Asia);

(3) Strengthening corporate competitiveness and promoting entrepreneurship;

(4) Developing human resources and establishing a better business environment;
